    Police condemned for secret CCTV operation set up to spy on Muslim communities

    A police force secretly put large Muslim communities under surveillance using cameras they pretended were for crime prevention, a report has ruled.

    West Midlands police told residents the mix of CCTV and number plate recognition devices were to help cut anti-social behaviour and vehicle crime.

    But the network in Birmingham was actually being run by its counter-terrorism unit with the consent of the Home Office and MI5.

    The 3m scheme, called Project Champion, was intended to monitor Muslims entering and leaving mainly Muslim areas of Sparkbrook and Washwood Heath.

    It was halted in June after an outcry from residents and civil rights campaigners and Thames Valley Police was asked to conduct an independent review.

    Sara Thornton, Chief Constable of Thames Valley police, yesterday published her damning report.

    It concluded police had come up with a 'storyline' to hide the real reason for the cameras and tried to sell it as a local policing strategy.

    Officers had promised the cameras would be used for local policing but they were actually controlled by the counter-terror unit, with no facility for local supervision.

    Ms Thornton ruled the covert scheme had caused 'significant damage to community relations' with one claim that it had 'set relations back a decade'.

    West Midlands Police had no statutory clearance for the use of the cameras and there was 'very little evidence' they had even considered their legal obligations, she said.

    'The consultation phase was too little too late, and the lack of transparency about the purpose of the project.

    Although it seems from the reports that this particular surveillance exercise was ill thought out and perhaps of marginal legality, the wider question of whether our police and security services should concentrate surveillance on immigrant communities like this is very relevant.

    As far as I can establish, virtually all of our home-grown terrorists have lived and worked in such areas, and many such areas are hotbeds of legal but questionable fundamentalist activity. Should we respect the privacy wishes of the law-abiding majority and keep out, or should we be more pro-active in keeping a covert watch on people and whole communities where we know that anti-British and anti-Western activities take place, even at the risk of angering the law-abiding residents in those communities? In other words do the potential risks to our national security over-ride such concerns, allowing the authorities to play Big Brother on a limited and very well monitored and controlled scale?

    Unless these "communities" can police them selves and stop the radicalization of those within these "communities" what choice do we have but to scrutinize them closely?

    It would be stupid to ignore the threat they represent?

    If I had my way these people with anit- British/Western views would by removed from the country and sent some where more to their liking!

    While this does have a bad ring to it, I think surveillance of areas deemed to be a possible breeding ground of radicalism should be more than acceptable. From the report it doesn't seem as if the camera's were overly intrusive, simply monitoring the streets. My position has always been if you're not doing anything wrong, you have no need to worry. As to the wider question, IMO racial profiling should not be held in as much disdain as it is. It's merely the application of resources based on statistical fact, failure to do so undermines the police force and public safety.

    Profiling is a useful tool, there is no point searching Catholic school girls, when looking for knives, you are going to search youths who are likely to involved to gang attivities. The same stand when looking for terror suspectes you are going to look at Asian and Middle-eastern men.

    Once they stop blowning people up people, the authorities will stop watching them.

    sadly your belief is not founded on fact and reality as the official census aided by IBM in Nazi Germany showed - Governments are most clearly NOT trustworthy and with the murder rate BY the police clearly they are largely untrustworthy as they have licensed police murder by repeated failure to bring their killers to account.

    Convincing several Million people that it was a good idea to trust and put proudly on their census for Jewish or Gypsy or Roma eventually became a death sentence.

    I agree Iraq was a lie and we were stupidly dragged into an unjust war by Bush and quite frankly we should have known better. We should have left the Iraq's to there own devices. But Iraq was not the route cause of extremist terrorism in the UK, it merely exacerbated the existing tensions and hatred.
    There are people in this country that would quite happily see me dead for being a white, atheist westerner. I bear them no such feelings, yet they would happily target me and anyone else in the country regardless of age sex race colour or religious beliefs to make a point.
    If white men were carrying out these acts, I would happily be searched as I have nothing to hide.
