While you are not wrong neither are you are completely correct. To summarise since 2007 the accounts have been largely correct although there were serious errors between 1994 and 2007. However although the Court of Auditors state the accounts were 'fair and accurate' since 2007 they have refused to sign off that they were free from 'material error' . It seems that the expenditure of some 4.4% of the EU budget does not meet the EU's rules on expenditure which iseems to be the cause of the material error. 2016/17 was the first year that the accounts were denoted 'qualified' as opposed to 'adverse'.
